The type of STCW qualification dictates whether it can be issued by MARINA or the MTI (Maritime Training Institution).  


Our understanding is that all COCs, COPs, Documentary Evidence need to be issued by MARINA other than as set out below.  


There are numerous training providers, and whilst they can issue course completion certificates, these are not considered evidence of qualification for the purposes of STCW. Once they have a course completion certificate, seafarers need to apply to MARINA for their relevant qualification.


As at 30 September 2025, this is the list produced by MARINA of authorised training providers

On the Crewdentials verification notes for these issuers, there is a note explaining that only MARINA can issue STCW compliant certificates (other than set out below.  

Documentary Evidence issued by MTIs

We are aware that Training Completion Certificates are considered to be Documentary Evidence for the purposes of STCW for the following courses:

  • Personnel Providing Direct Service to Passengers in Passenger Spaces
  • Crowd Management
  • Crisis Management
  • Passenger Safety, Cargo Safety and Hull Integrity
